Sanctions for interactions with Revolutionary Guards lowered in certain cases
The exceptions to U.S. sanctions would also permit foreign executives who do business in Iran, where the IRGC is a major economic force, as well as humanitarian groups working in regions such as northern Syria, Iraq and Yemen, to do so without fear they will automatically trigger U.S. laws on dealing with a foreign terrorist group.Thus, you have to either belong to an NGO or to a company to interact legally with the Revolutionary Guards. Otherwise, when you interact with them as a private person, you will immediately lose your visa to the US, or even your citizenship, in case you are a a member of the US statehood. The State Department’s Near Eastern and South and Central Asian bureaus, wrote a rare joint memo to Pompeo before the designation expressing concerns about its potential impact, but were overruled, two U.S. officials said on condition of anonymity.
Pompeo’s carve-outs appear designed to limit the potential liability for foreign governments, companies and NGOs, while leaving open the possibility that individuals within those groups could be punished for helping the IRGC.
“Frankly, a lot of people are going to have questions about the impact of these exemptions. Why be so opaque about it?” asked the lawyer, who spoke on condition of anonymity.Because any further specification could unveil the true reasons to even pass such a bill. This iddn't come out of nowhere, there might have been some figures in the background pulling Pompeo's strings.

OilRig (APT34) hacking tools and victim data leaked
Few weeks ago a group of Iranian hackers called "Lab Dookhtegan" started leaking information about the operations of APT34 / #OilRig / #HelixKitten which supposedly would be the Iranian Ministry of Intelligence. The leaks started on March 26 when #Dookhtegan started dropping archive containing source code on Telegram. The initial leak has recieved low coverrage so far and the Telegram group where the leak first appeard only has about 30 members.
Several cyber-security experts have already confirmed the authenticity of these tools.
Besides source code for the above tools, Dookhtegan also leaked on the Telegram channel data taken from victims that had been collected in some of APT34's backend command-and-control (C&C) servers.
